* The Economic Growth & Fiscal Discipline: Internally Generated Revenue (IGR) surged nearly 90%, rising from ₦83 billion in 2023 to ₦158 billion in 2024, with projections estimating ₦165 billion in 2025. This growth was achieved without increasing personal income taxes, thanks to reforms that improved tax compliance via noticeable public service improvements.

The State’s debt was reduced by 46%, dropping from ₦465.3 billion at the start of Oborevwori’s tenure to ₦249.2 billion by the end of 2024. Notably, the administration has not borrowed any funds since coming into office and has repaid over ₦300 billion in debts and obligations from previous governments.

* Workers’ Welfare & Public Service: The monthly minimum wage in Delta State is now ₦77,500, significantly above the national standard. Wage bills increased from ₦11.5 billion to ₦15.3 billion per month to accommodate this change. The administration cleared ₦5.52 billion in promotion arrears owed to 23,887 state workers. Over 3,000 teaching and non-teaching staff were recruited to support primary schools across local government areas.

* Infrastructure & Connectivity: 513 road and bridge projects are either completed or ongoing, spanning over 1,500km of roads and 950km of drainage systems.

Some Major infrastructure highlights:
– Warri–Effurun flyover and road expansions valued at ₦78 billion.
– Total Rehabilitation and construction of the Warri city stadium.
– Almost 99% completion of the Ughelli–Asaba dual carriageway, easing trade and movement.

Inaugurated and ongoing projects: Okpanam–Ibusa bypass, Emevor–Orogun road (Phase 1), Olomoro–Igbide link, flyovers at PTI, DSC Roundabout, and Enerhen Junction, and numerous bridges including Beneku, Ayakoromo, Orere, and Trans-Warri crossings.

* Social Programs & Empowerment: More than 250,000 people have benefited from empowerment initiatives under the MORE Grant, D-CARES, WESAP, Micro-credit programs and job creation schemes.

The D-CARES campaign on its own has aided 208,209 individuals, including 97,365 under its 4th tranche. Additional support includes ₦500 million disbursed to 5,000+ traders and artisans. MORE Grant funds provided to 5,426 people (petty traders, artisans, and female entrepreneurs).

Empowered 6,000 farmers and a plan to raise 50,000 agro-preneurs through strategic partnerships. 10,000 widows receive a ₦15,000 monthly stipend and free healthcare .

* Education, Healthcare & Human Capital: Education enhancements, New University of Delta campus in Orerokpe, expanding higher education access. Recruitment of 600+ tertiary education staff, with salary increases up to 35% and over ₦1 billion in bursaries awarded to 60,000 students. Near-completion of a new College of Health Technology at Ovrode and a College of Health Sciences at Ozoro.

* Healthcare strides: Renovations and equipment upgrades to 150 primary health centers and 64 general hospitals. Expansion of the Delta State Contributory Health Insurance Scheme to 2 million+ enrollees. By mid-2024, over 300 cesarean section bills were being covered monthly at over ₦500,000.

* Governance, Security & Recognition: Legislative achievements include signing seven key bills in April 2025, like the Electricity Power Sector Bill to attract private investment and the Child Rights (Amendment) Bill. Security initiatives, Establishment of the State Advisory and Peace-Building Council and Operation Delta Sweep. Fleet expansion with local patrol vehicles and housing for security personnel.

Awards & Recognition: Honored as Governor of the Year 2024 by ThisDay, Arise, Vanguard, and others for fiscal discipline and infrastructure delivery. Received honorary Doctor of Science in Public Policy and Strategy from Novena University.

MY CONCLUSIONS

Under Governor Sheriff Oborevwori’s stewardship, Delta State has exhibited significant fiscal discipline, robust infrastructure development, and voluminous social investments. With almost doubling of IGR, massive debt reduction, and empowerment reaching hundreds of thousands, the State is firmly on a trajectory toward sustainable growth and inclusive development.
