EACC uncovers massive medical insurance tender fraud at Kenya Maritime Authority
The Ethics and Anti-Corruption Commission (EACC) has arrested Henry Mwasaru, who serves as the Head of Human Resources and Administration at the Kenya Maritime Authority (KMA), in connection with a KSh 40.5 million medical insurance tender scandal. Mwasaru, along with two insurance brokers, was apprehended during a coordinated operation based on a formal complaint filed on September 30, 2024.
The EACC claims that Mwasaru was involved in a collusion with KMA’s Head of Supply Chain Management, Bevaline Lundu, to irregularly and fraudulently award the staff medical cover tender, thus violating procurement laws.
Acting on court orders, the EACC has seized critical evidence during the operation to support their ongoing investigation.

The Commission stressed its increased scrutiny of procurement processes for staff medical insurance in public institutions, which have increasingly become susceptible to embezzlement through bid-rigging and kickbacks. Mwasaru and the other suspects are anticipated to face charges, including abuse of office and procurement irregularities.
